Cannot recruit employees - no option in CEO

At the start of the game I managed to recruit two developer via the "headhunt" prompt. Now I'm being advised to recruit a researcher but no such option is to be found. It says "click on CEO", but when I do that the only options are: Development; Training; Stats & Retirement.

I am completely stuck as my research points cannot move.

There is a little blue button that will toggle back between headhunting and the actual ex-profession that you chose. Once you toggle go to headhunter it should let you switch the options for the employees that you want to hunt for if you have already researched them. And also remember once your headhunting the specific type of job you have to hit cancel to choose a different job sector to head hunt within.
