Hire two supporters, two managers, and two HR managers - all beginners with 195+ productivity. I think I've done it with one of each, but you can easily two it with two of each.
Train them up to expert and max them out. Then max out their productivity by making sure all their demands are being met and assign one supporter to one manager to one HR manager with no other reports. Set the HR Managers working hours from 5 to 22, turn off all days off and training days.
Using a site with at least (or very close to) two billion registered users and WITHOUT help system, make sure there are no other supporters than the two teams you just created. You want the site creating as many tickets as possible. The more users the better. You want this to happen quickly.
Make sure employee happiness for these six is at 100% before you start, because they will get super pissed off by of the schedule, but they won't quit and they'll work fast enough that you can absolutely get Fast Support without any trouble. If you're worried about them you could boost their happiness with bonuses.
Now start the clock and begin celebrating.
