Stuck - Increasing Potential Users to 2,000 Milestone

I can't get past this 3rd milestone to increase potential users to 2,000. I also, cannot create the website without getting the following message - "To start a new website, you have to buy out your existing investor or complete at least 15 milestones." I did purchase the game. What do I need to do to fix this? Thank you.

In your features tab, you need to have a landing page, and make sure it is enabled with the slider underneath it. Switch it to green.

In order to acquire users, you'll have to use the marketing tab and create an email campaign.

You should get over 2000 users very quickly.
