it does exactly as it explain ^^

you can set some rules.

example rule one
you found your perfect setup for racks. that it match everything.
now you work on your limit with user count. your hardware techs dont come fast enough with you. maybe you think a bad ddos would kill a lot of user.

so now you put the controler on the ground and generate a rule.

first bar. at wich % server usage it turn on?
at 110% you will definitly lose user. so lets set it to 100%.

second bar. maybe it is just a ddos. so let the server work all the time high woulndt be good. or maybe you put more server down and all work on high speed. no.
so at wich % the clock should be shut down.
75% its good.

third bar. on wich clockrate all your racks and server should be put on if your server usage climb to 100%
you need to watch closley. if a rack goes to hot some server stop working this wouldnt help it would kill you much faster ^^
so think about or test how much each rack you own can go up. and set the % to it. maybe 50%

so now you have rule one. if the website (you set in top of the clock) reach 100% server usage overclock all my racks 50% until i reach a server usage of 75%

dont forget (what i did this edit^^) the moment you increase your servers the usage will drop because you have more power.
so if you set all to close you will get a endless loop.
activate at 100% usage. shut off at 90%.
now you reach your 100% the server will be overclocked. but you also get more capacity. means 100% drop down to maybe...... 90% ^^ now they will shut down. you lose your capacity and instant back to 100%..... and so on

little edit:
took the percent to close

Thank you, I will experiment) otherwise I put the controller on all racks by default and my server grows 300% at once, yesterday I got to the controller and what did I not understand=)
