Not gaining new users

So im on the step where i need to increase to 20000 users. Its been 14 days and ive not gained 1 user. Im at 4425 registered users, 44451 potential users. My landing page is lvl 5 and comment functionality is at lvl 4. Have the email campaign maxed at $4000. Am i missing something or is my game bugged?

and level up the other feature too.

the email campaigns need be on both features maybe

i ussually keep my campaigns at 1k. dont seem to need to raise them.

did you upgrade something early?

i played a few times to the second building. you could be bugged or something went wrong with a server on the game.

if your email campaign was at 100% users reached that means its done. so need a new one.

I got 20k users by leveling to level 3 on both features. with 1k campaigns on both features i think more money on campaigns just finishes them faster.

I canceled my email campaign and started a new one and am gaining new users. Thanks for the help.
