you get 2 numbers when looking for employees you need the second number for speed not their starting speed.
For beginner employees, the Potential number to look for, is around 190%+
Train up this employee, until you can promote them to Intermediate,
If the Intermediate's Potential speed is too far below 350%, they will never exceed 480%.
If you have a good Intermediate candidate, train them up to their max, and promote them to Expert.
One look at your new Expert employee should immediately tell you whether they have what it takes. If their Potential speed is 480%, start training them to get their Current speed to that level.
