what does seal in shop do?
does it act same way, as seal in sanctuary?

answer myself:
This seal turns shopkeeper into mechanical boss Bloke. To kill him, you should hit his seal enough times, to drop its price to acceptable, and then "buy" it. After doing so, he will drop usual boss'es stuff + lot of money and disappear. Killing him doesnt remove requirment to get boss on the end of level, btw
