How Do I Create A Vassal

So i was looking at the achievements section on AOCII and i saw one called 'Create a Vassal' and 'Create 5 Vassals'. I know how to vassalize a country but i'm pretty sure thats not what its asking for as i have vassalized many countries but never received this achievment. So if anyone knows or figures out the answer, pls tell me, thanks!

The 'achievement' is when you go under "Diplomacy" and select "release a vassal". At that point you can select territory you control to spin off as a vassal. Why you'd want to do this beyond getting the achievement is beyond me, as any country you spin off you will eventually lose control over, but that's just my 2 cents on it.
