How to colonize?
I know this has been asked multiple times in this discussion forum but when I google it I don't seem to find any answers. My technology is at .77 and when im trying to colonize or take over a country I don't see an option for it?

You need to send an army to that province or to the neighbouring sea zone. It can be something stupid like 5 people.

have enough research
have an army bordering the neutral province
click on the province
colonize
