How do I cheat?

there is a sandbox mode. No console that i know of

There is a console. When you open up the country screen (click on your country's flag on the upper left corner), there will be a text box you can use to message. If you type in hi and press enter, cheat mode will be enabled (you can also do some debugging things - if you click on the map and press c or v you can disable/enable city and civilization names, I'm still figuring out what else there might be). So far, the cheats that I've found are money, population, army and diplomacy.
