Report a translation problem
I solved my startup crash on Windows 10 by setting the application's compatibility mode to Windows XP. To do this, right click on the game in steam and select Properties -> Local Files -> Browse Local Files. This will open up the game files in explorer, double click GameData and then right click on jk2sp.exe. From there click Properties -> Compatibility -> Run this program in compatibility mode for: and then select Windows XP.
I've tried this and this doesn't solve my problem, in fact it ends up breaking my Jedi Academy files from launching and then both games don't work.
There also doesn't seem to be any clarity regarding Windows XP 2 and Windows XP 3, in terms of which to choose. I ended up trying both in Properties, and neither work. But i wanted to clarify that bit of confusion as well as there's more than one Windows XP option to choose to run this program as, in compatibility mode.

You download that and copy the opengl32.dll file from it to C:\Program Files (x86)\Steam\steamapps\common\Jedi Outcast\GameData\
Than it launched fine for me
