Sal Campaign 3rd day Get package / End Quarantine

What is the the actual difference between these choices? Asking to end the quarantine is significantly harder but I've no idea what you get out of it instead of "Cut a side deal for the package", a much easier negotiation.

I think the main difference is what character will fight alongside you. Cutting the side deal will get you the Admiralty guy while ending the quarantine will net you the Jake smuggler. If I have enough resolve to risk it or if my negotiation deck is strong enough I usually end the quarantine cause the smuggler can heal and defend you.
