There is a buff on him when he's making that attack that will give you that information. It's easy to miss, for sure, but it's important to keep track of status effects on enemies (and yourself) - if something doesn't seem right it's likely because of that. That goes double against bosses, as there are other boss encounters that have similar tricks you need to be aware of. For instance, there's a different boss that launches really strong attacks that get less powerful each time you hit him that turn, or a boss that gains guard every turn but every time you break through the guard and hit him the amount of guard he gains each turn gets lower for the rest of the fight, or a boss that gets stronger every time you hit him and keeps that power between rounds but resets it periodically throughout the fight.
