A travelling salesman can sometimes sell you one in a limited time event. In another event, if you select the correct code you can get the robot to follow and fight for you.

You can also find animals to rescue, but that's a random event.

Also can get a vroc from selling information to Admiralty. Faction merchants also sell pet cards. Just play the game and find out...

They seem to be way more rare for Rook but I've found them before.
Also if you have an Autodog, there's a chance to meet Pholuk of the Beasts in Rook's campaign, and he will offer to trade you an upgraded (but not trained) pet for yours.
