Ghost lady and the car alarm

I'm talking about the ghost lady that keeps popping up from time to time and all you have to do is put some distance between her and you to escape.

The first time I enouctered her outside was near the auto repair shop. The first thing I heard was a car alarm, the sceen went white, then she appears.

The car making the sound was there. The headlights were flashing and everthing. I actaully thought the car had to do with making her disapear (like using the access card to escape her the first time), but no. I got close to the car from all corners but I got no interaction was so ever.

Now everytime she pops up, I can still hear the car alarm in the distance. Does the car have anything to do with ghost lady?
