City hall, blocked room below the Mail Room

There is a room below the Mail Room in city hall and the door are blocked by a garbage container on the other side. The container has the handles to move it so I suspect it is possible to get there but I cannot find the way.

The door in the back of the City Hall is locked and I cannot find any other way to this room on the inside. Does the player get there later from the Marrow or something? Like it is a secondary access point? or am I missing something here

It's actually an optional way to get into city hall, I think if you want to not fight the giggling guardian. Going to the left of the building are multiple explosive barrels and an APC I think that's blocking the path, shot the barrels and the APC will be destroyed, continue going that way until you see a door on the right side, when trying to open you need to rapidly press E (not sure what it's on controller) and you get inside the building without fighting the guardian. You're now in the room you're seeing.

that door is also locked for me.

You have to do it during the boss fight, you can skip the fight entirely if you shock her and break the door down. It puts you into the basement and theres a few zombies down there. It also changes the next conversation location with the engineer. Quite a neat addition to detail, reminded me of resident evil 3 with its choices.

so no way of getting down there at all unless you do it during the boss fight? well that is pretty damn stupid.
