Stuttering issues with solid hardware
I have tried everything I can and I have no ideas what is happening. My FPS suddenly drops to 45 out of nowhere.
I have tried lowering the graphical settings to the lowest settings to see if something was too high,I tried everything I can think of,but nothing works.

My PC specs:

CPU- Ryzen 7 3700x
GPU- RTX 2060 Super 8GB
RAM- 16 GB DDR4

It really doesn't matter what settings i'm on,I cannot keep 60 FPS at all and locking the FPS to 50 somehow makes my framerate more stable?????? That makes no sense. I can run The Witcher 3 at 60 FPS with a little dip here and there without stuttering on everything cranked up to the max,but this game gives me issues????

If you don't have Shadow Cache enabled in the settings, enable it. At 8 GB VRAM, that setting is essentially a free performance boost for no visual quality loss (or gain).

Try going into the install folder and editing dmc5config.ini, find:

TargetPlatform=DirectX12

change this to

TargetPlatform=DirectX11

Do NOT change Capbility=DirectX12. If the TargetPlatform setting is already set to DirectX11, you could try setting the TargetPlatform setting to DirectX12, in most cases DirectX12 causes a lot of stutter for people however there have been a few cases of people having more luck with DirectX12.
I actually looked up online and I tried the Directx thing. I also have the shadow cache enabled.

I really have no ideas why I am having FPS issues when I can run more demanding games than this.. Its weird.

Try these settings:

Vsync in Nvidia Pannel - OFF
Vsync in game - ON
Framerate in game - 60FPS

Shadow Quality - Medium
Shadow Cache - Enabled
Volumetric Light Quality - Low
Screen Space Reflections - Off

Everything else on Max.

Those last two options (Volumetric Light and Screen Space Reflections) were problematic even in Resident Evil 2 Remake (both games use the same engine). Tweaking them improved my performance in RE2 drastically, and did so in this game as well.

I know, I know, you have a rig that can easily run these settings at MAX. Mine too, I get 144FPS with everything on Ultra, but I was still getting that annoying stutter. Tweaking these settings eliminated all stutter, so I think the trade off is worth it. At the end of the day, I'm willing to sacrifice a bit of graphical fidelity for better performance.

Note that you should change graphical settings in game FIRST, then exit the game and change DirectX12 to DirectX11 in "dmc5config.ini". If you do it the other way around, there's a chance that the game will revert back to DirectX12 after saving the settings.

@Lindon, I have both

Capability=DirectX11
TargetPlatform=DirectX11

and experience no issues whatsoever, butter smooth the entire time

Screen Space Reflections aren't used in gameplay and they're only enabled in certain cutscenes. You likely won't observe any framerate boost or stutter removal from enabling or disabling this setting in gameplay. Turning it off will make the cutscenes that do use it smoother for you due to higher framerate though.

Shadow Quality in this game didn't hit my framerate at all. I get the same framerate on Minimum as I do on Ultra, in any circumstance. You can try lowering it, but chances are you'll likely observe the same if you have a better system than mine, to which the OP does have a better system.

Volumetric Lighting set to Low may actually help in some circumstances where the game does actually use them (e.g. the library in Mission 3). However, there aren't many uses of volumetric lighting outside of certain cutscenes also.

RE2R uses the same engine, yes - and you can expect similar levels of performance throughout both games. However, RE2R actually uses Screen Space Reflections in gameplay, higher quality shadows in general, subsurface scattering in gameplay, etc. while Devil May Cry 5 does not Screen Space Reflections, Subsurface Scattering, Motion Blur, etc. in gameplay without the use of mods.

Regarding

Capability=DirectX11
TargetPlatform=DirectX11

Swapping both shouldn't have any issues, however TargetPlatform is the one that actually swaps the DirectX version being used. Changing capability does nothing in the end and may as well be left alone.
So,I guess that I have no luck to fixing this then... I mean it seems like it was mostly in the opening section of the game,for some reason. I have yet to see stuttering happen again,but its very weird that I have these issues..

I've been having the same issue and we both have specs that should more than suffice. It seems to be something wrong with the RE engine because I had similar issues with Resident Evil 2. I'm going to tinker around and see what I can do to come up with a solution and will post back if I find something that works. I've tried pretty much everything that every forum I found suggests.

Ryzen 1700X
GTX 1060 6 GB
32 GB RAM

I have the same issue, the game run smoothly, but after over 40 hrs of playing then I don't know what happened the game start stuttering in certain places, like big open area or when much effects in the game

I also am having the same issues but I thought it was just my new GPU. I bought an Intel Arc A770 and before the driver updates it has had frame rate issues with other select titles. It has been stellar on things like Hogwarts Legacy, I’ve even been able to enable all three raytracing options to high with ultra settings for everything else, on 1080p and get a solid 60 fps. But DMC V has been stuttering for me. I just thought it was the card but I’ll try the directx fix and report back on my findings/results. Wish me luck.

I’m back to report that on the Intel A770 16gb the directx .ini fix worked for me. No more weird stuttering issues. Smooth 74 fps as per my monitor refresh rate. Thanks guys.
