Try going into the install folder and editing dmc5config.ini, find:
TargetPlatform=DirectX12
change this to
TargetPlatform=DirectX11
Do NOT change Capbility=DirectX12. If the TargetPlatform setting is already set to DirectX11, you could try setting the TargetPlatform setting to DirectX12, in most cases DirectX12 causes a lot of stutter for people however there have been a few cases of people having more luck with DirectX12.
I really have no ideas why I am having FPS issues when I can run more demanding games than this.. Its weird.

Shadow Quality - Medium
Shadow Cache - Enabled
Volumetric Light Quality - Low
Screen Space Reflections - Off
Everything else on Max.
Those last two options (Volumetric Light and Screen Space Reflections) were problematic even in Resident Evil 2 Remake (both games use the same engine). Tweaking them improved my performance in RE2 drastically, and did so in this game as well.
I know, I know, you have a rig that can easily run these settings at MAX. Mine too, I get 144FPS with everything on Ultra, but I was still getting that annoying stutter. Tweaking these settings eliminated all stutter, so I think the trade off is worth it. At the end of the day, I'm willing to sacrifice a bit of graphical fidelity for better performance.
Note that you should change graphical settings in game FIRST, then exit the game and change DirectX12 to DirectX11 in "dmc5config.ini". If you do it the other way around, there's a chance that the game will revert back to DirectX12 after saving the settings.

and experience no issues whatsoever, butter smooth the entire time
Shadow Quality in this game didn't hit my framerate at all. I get the same framerate on Minimum as I do on Ultra, in any circumstance. You can try lowering it, but chances are you'll likely observe the same if you have a better system than mine, to which the OP does have a better system.
Volumetric Lighting set to Low may actually help in some circumstances where the game does actually use them (e.g. the library in Mission 3). However, there aren't many uses of volumetric lighting outside of certain cutscenes also.
RE2R uses the same engine, yes - and you can expect similar levels of performance throughout both games. However, RE2R actually uses Screen Space Reflections in gameplay, higher quality shadows in general, subsurface scattering in gameplay, etc. while Devil May Cry 5 does not Screen Space Reflections, Subsurface Scattering, Motion Blur, etc. in gameplay without the use of mods.
Regarding
Capability=DirectX11
TargetPlatform=DirectX11
Swapping both shouldn't have any issues, however TargetPlatform is the one that actually swaps the DirectX version being used. Changing capability does nothing in the end and may as well be left alone.
