If you want the best horse, Palamino. Make sure to increase your friendship with Sasha. Eventually you'll go on a mission with her (the famous farm scene where she protects the girl with her bow and arrow). After this mission the farm will become a location you can visit with a gift store and a horse vendor. The gift store will have gifts Sasha especially likes, and two horses:
Blue, and Palamino.

Blue is ok, having stats under that of White.

But Palamino is a five star mount with 600 speed and 500 stamina.

So far this i the best steed that I've found.

Except horses are negligible once you have the second mid-air burst and a high Gas Pressure cannister. Just use Battle Alert Signal, and you can dash around maps faster than horses can get around.

ya sadly i got that horse only a few missions before end and then got solar gear... manufacturing plants x2 plus x2 battle alerts = balls of blazing glory across the maps.
