Essentially it's a problem of trying to apply broad and easy to understand rules to cover complicated interactions. The idea of 'congeners only' was to have an even stricter version of the 'wimp' tag for really delicate animals.
We could have made static invertebrates exempt from the 'congeners only' care requirement, but that would allow things like anemones to share with them. Seahorses can be quite dopey and wander into anemones and get stung, so you don't really want to do that.
The collateral damage of this ruling is that it also means we can't put safe static inverts in like the disco mushrooms, daisy star polyps etc.
We might revisit this mechanic in the future because there's probably a neater way to capture these interactions more accurately.
You can add those to increase the prestige and looks of the tank, without afecting the "congeners only"
