Report a translation problem
We can start with taking a look at the log file:
C:\Users\<insert username>\AppData\LocalLow\Twice Circled\Megaquarium\output_log.txt
You can copy and paste the contents into a site like: https://pastebin.com/
After that, try switching resolution and window modes via the options menu. So for example, if you're playing in fullscreen window, try exclusive fullscreen. Also try window mode with a resolution that is lower than your desktop resolution.
I'm not suggesting this as a fix, but if it makes a difference it might give a clue to what is going wrong.
Another thing is to try using the hotkey modifiers to change the camera view. By default these are:
Left Ctrl and move mouse - orbit/change angle
Left Shift and move mouse up and down - zoom in and out
[ - rotate left
] - rotate right
PgUp - zoom in
PgDown - zoom out
Do these also cause the issue? It would help us narrow down whether it is a global problem with changing the view or if it is to do specifically the mouse buttons that cause the issue.

There's the output log; I'll try the different things you've suggested and let you know what the result is. I'd just recently started trying to use CTRL + mouse to orbit instead of the middle mouse button to try to stop getting that problem, but muscle memory tends to override it! I don't know if I'd noticed the ctrl + mouse orbit causing that problem but I'll test it properly and get back to you.
Original issue was encountered in fullscreen window mode
I was able to replicate the issue in windowed mode and exclusive fullscreen.
When I switched back to windowed fullscreen and made my resolution smaller than my screen, I was able to replicate the issue - I also encountered a problem where the game wouldn't let me tab out using alt+tab or the windows key, and I had to exit the game to return to typing this message. Hm.
Relaunching the game to test the other hotkeys:
Left Ctrl and move mouse - orbit/change angle - Does not cause the issue
Left Shift and move mouse up and down - zoom in and out - Does not cause the issue
[ - rotate left - Does not cause the issue
] - rotate right - Does not cause the issue
PgUp - zoom in - Does not cause the issue
PgDown - zoom out - Does not cause the issue
It looks like it's only the middle mouse button causing the issue. If it would be helpful, I can try to capture a gif of the problem happening.
Yes please do record me a gif as it might give me some ideas of what to look into.
Here you can see it starts normal, but when I adjust with the middle mouse button, the mouseover doesn't work. You'll notice the menu UI does still work, it's just placed objects / walls / the map itself that the mouseover no longer seems to be detecting. I hope this is helpful!
I've had one idea but it's a bit of a shot in the dark. Sometimes weird things occur when the hotkeys are set up in a certain way. Would you be able to post screenshots of all your hotkey bindings (Options -> Key assignment, you'll need to take 1 screenshot and then scroll down to take the other)? Even if you've never changed a single hotkey, it's worth ruling this out. :)

Here you are! I haven't changed anything from the defaults but like you said, any information is useful to narrow down the search.
Unfortunately it doesn't look like an easy issue to solve. As you might have guessed, for myself and most players this doesn't happen, which makes it difficult to track down.
I will take a look at the code and see if anything jumps out at me. But without the ability to reproduce the issue at my end, it's really tricky to track this sort of thing down.
In the meantime, I hope the hotkeys allow you to continue to play in some capacity. I will post back here if I turn anything up.
PS This is an afterthought after writing the above, have you tried a different mouse? This is more like a sticking plaster rather than a fix, I'm just curious whether it would have any effect.
I did search through the forum to see if there was a fix before I posted, and I wonder if this person was having the same issue as me?
