Do decorations outside of tanks gain prestige points?

Do decorations outside of tanks gain prestige points? A sandbox test indicated they don't, but proving a negative can be difficult.
A search of threads didn't provide anything definitive.

This thread hints that decorations only give prestige points when in tanks (though it doesn't explicitly state that those OUTSIDE tanks do not get points)

This thread on prestige point accumulation advice notes that decorations can be outside of tanks, and indicates they gain prestige points too, but I'm not sure that is true.

Tim said there would be both inside and outside tank decorations, but this is nearly a year old and doesn't address point awarding.

So, if decorations outside of tanks gain no prestige points, why is it allowed? Just ease of temporary move until the proper tank is found? Purely for aesthetics? Part of a future plan to allow prestige points outside of tanks?

Not at the moment, but it is something I'd like to add actually. I need to make sure I do it in a balanced way so needs some experimentation! :)

Since Palm Trees can only be placed outside of tanks (as far as I can tell), there is currently no use for them (other than visuals), I suppose. All other theme decoration items appear to be able to placed inside OR outside of tanks.
