This should prevent the game from crashing if you choose "New Game".
This is a common problem but I'm currently working on a fix to improve it
Sorry I can't help with the Windows 8/8.1 problem (I still Have Windows 7). For those of you who have a crash to desktop when you try to start a new game go into "OPTIONS" then "GRAPHICS" and set "BUMPMAPPING QUALITY" to "LOW" or "OFF". You should then be able to run the game fine. Apparently this is a bug Star Wars: Republic Commando has with ATI graphics cards as well as some newer non ATI cards.
1. There are two .exe files that can be used to run the game. The first one is LaunchRC.exe, which will ask for a disc. The other one is SWRepublicCommando.exe under GameData\System. Make sure that if you try to run the game from the application itself, that's the one you're using.
(My SWRepublicCommando.exe asks for a disc though, but I assume yours doesn't, since it's the Steam version. If the game still asks for a disc after you tried both, it's possible there is another .exe somewhere you should use to run the game. So search .exe files and try them, but don't bother trying Unrealed.exe, syscheck.exe, doc.exe, CDKey.exe and uninst.exe.)
2. With Vista, many people encountered issues, and so did I. A new SWRepublicCommando.exe was released, which can be downloaded here:

Be sure to back up the original SWRepublicCommando.exe before you put this one in the folder though, especially since this one worked with my disc version and I have no idea whether this will work on the Steam version or not.
3. Switch bumpmapping to low. This can be a bit harder if you can't even run the game, but it's still possible.
- Open the two system.ini files, located in GameData\Save and GameData\System;
- Search for [WinDrv.WindowsClient];
- Change the BumpmappingQuality= to BumpmapppingQuality=0 (no spaces);
- Save and exit;
- Just to be sure, right click the system.ini files, go to Properties and check Read only.
4. Go to (the original) SWRepublicCommando.exe locted under GameData\System, right click on the file, go to Properties and then to the Compatibility tab. Make sure the program runs in compatibility mode for Windows XP (Service pack 3) and as an administrator. If this doesn't work, also try checking disabling visual themes and desktop composition.
I hope one of these four options are a solution. If not, I'm sorry I couldn't help you and wish you the best of luck with finding something that will help.
If you couldn't run the game at all and crashes the moment you hit play on steam.
Well if you set the game to "start windowed" mode then click the full screen button top right corner, it should run smoothly.
Change it in your .ini file

Next, I would try going into the game properties and disabling the Steam in-game overlay. It doesn't always play nice. Same goes for any other overlays, injectors, fraps (Windows Xbox crap, AMD driver crap, etc...).
Thirdly, I would give it the old tried and true method; reinstall DirectX and Visual Studio.
And of course, I'm sure you've all tried this one, but make sure you try running the game in XP compatibility mode as admin.
