Are you able to play solo offline?

Only the prologue can be played offline. But you can set up your own private lobby.

The Blackout Club needs online connectivity to Playfab servers to keep track of player progress (XP earned, Stalkers caught etc).

Interact with the map (ie, 'Select Mission Region') and choose Host Game. Then choose Friends/Invite Only.

As long as your own Steam status is set to Invisible or Offline before you make a lobby, then no one can enter your lobby and you can play solo.
