Make sure the game is allowed through your Firewall
Control Panel -> System and Security -> Windows Defender Firewall -> Allowed apps -> "TheBlackoutClub". A lot of users who had this problem have found that it goes through if they turn off their firewall. You don't have to turn it off if you can add it to the whitelist.
If that doesn't work, try using these DNS servers instead of the automatically chosen one given by your ISP:
https://1.0.0.1/
or
https://1.1.1.1/
It could be because another program is using a port that Steam needs to connect online. This thread has a possible solution https://steamcommunity.com/app/599080/discussions/0/3561682880016712419/?ctp=2
In addition, this thread has a way to diagnose the problem if the above solution doesn't work.

This appears to be an issue if your windows is missing some core media player .dlls.
If you look in the log file and see LogWmfMedia: Failed to load mf.dll somewhere in it then it is likely the culprit.
One place to look is here:
http://support.overwolf.com/knowledge-base/missing-mf-dll-on-windows-n-versions/
this has links to the media pack which may me missing on your machine.
Others have suggested to make sure you have installed all the windows updates available for your machine.
Finally, some have said that you can fix it by installing this update:
https://support.microsoft.com/en-us/help/3145500/media-feature-pack-list-for-windows-n-editions
depending on which edition of windows you are running.
Not saying this will solve any issues 100% of the time, but nothing else you had recommended worked and only checked my antivirus on a whim.
This can be caused by having two controllers plugged in at the same time. This has been fixed internally and will be released in the next update (#9), but for now this workaround should fix the problem. Sorry for any inconvenience!
WOOTING ONE KEYBOARD can also apparently cause this. Should be fixed in the coming update also!
