If you want more janitors, go to staff deployment, your shift you want/need more on and increase the amount on the garbage zone.
Can I just say in the most polite way possible that

feels a bit counter intuitive?
Could we please think of something (else) to solve this?
Ideally, some sort of object that the agents react with and needs strategic placement for optimal use?
Say, a smal cell wide Cleaning Station that when placed will require a janitor (same as staff/security/retail) that can be either hired individually or with autohire?
From the staff deloyment screen you can assign janitors from cleaning stations to patrols.
No janitor should stay in the garbage zone.
Personally I think I'd find that more confusing, as it's an object, and objects can be bought multiples of, ect. If anything I think they'd have to be hired from the garbage zone and then maybe Cleaning stations to increse effectiveness or something? I find the garbage zone method simpler because there can only be one.
I'm hoping for staff rooms one day :)
Buy the object they work at? Sometimes multiple times in a row?
Edit: Could someone also go through again how one assigns a janitor to the garbage zone? Be very, very specific and specify exactly where the relevant buttons, etc. are on the screen at each step. I read what has been said and I think I understand it, then I go into the game and I just can't find the mechanism for assigning the janitors to the zone. I don't remember any other staff needing this. I hire them, they come to work, they find an empty slot and go to work.
Also, if we go there, please don't make me able to assign more janitors to patrols then there are janitors in my pool for that shift at the garbage zone, or increase that number as i assign more then that number to patrols. But, let's just not go there. Please.
This was actually one of my points after testing it internally and as far as I can tell michael already changed this locally.
