Bug #1 -- The main thing we're going after here. Okay, I think that my understanding of the problem is probably not correct, which would explain why we're having trouble getting it fixed -- here's my understanding:
The 'hover padding' is too small, which means that your 'mouse target' to make the game begin scrolling in that direction is so small that it's tough to keep your mouse within it. The changes that we made here (aside from introducing Bug #2, below) have been aimed at A) increasing the hover padding ("target") size so that there's a larger area where the mouse will begin making things move, and; B) making the hover padding size be relative to your screen resolution settings -- the padding on all sides should now be equal to the height of the top UI displays (Money #s, Pax %, Airline %, Weather, etc).
Is that not the issue? Can you clarify what the issue is perhaps -- also would be helpful if you could mention roughly what resolution you're running at, whether your running full screen or windowed, and what UI Scale % you're using.
I really want to get this bug fixed today, so any insight / guidance / clarification much appreciated. Apologies for the steps backward, really am trying to get this resolved for you guys, I just think there's a chance that I may have been misunderstanding from the start -- hopefully after some further clarification we'll be able to get a one-and-done fix in. =)
Bug #2 -- New bug, as of last night; the 'Edge Scrolling' preference is being ignored, I just forgot to make sure it was properly re-incorporated. Will be fixed today for sure.
OK Windows 10 situation.. running full screen.. UI set to 75%.. resolution 1920 x 1080.. quality Fantastic
At top of screen. scroll starts BEFORE mousing over PAX no, Airline no etc by about 20% of the thickness of those numbers.
At bottom of screen scrolling starts about 50% into the blue bar at bottom of screen with the details of build etc. BUT ALSO scrolls downwards if you are hovering over a menu key such as BUILD, ZONES and are below that 50% of the bottom blue bar.
At Right. screen starts moving at about 30% into the Status Button and also moves if you are over the status button...
At Left.. screen starts moving about 25% into the help button and again moves if you are over the help.

OK odditiies... if I am hovering over the Menu, Research buttons.. no scroll If I am hovering over PAX no Money etc.. no scroll If I am hovering over the Day window.. no scroll UP but Scroll Right enabled... If I am hovering over the HELP button.. no scroll up but scroll left enabled.
All bottom buttons... Build, Object, etc all through to OPS, Status.. scroll enabled in both directions.
For me, the problem is..
1) hover padding area is too BIG.. (sorry about that)
2) Inconsistency on menu buttons and items.. Personally would prefer the scroll to be disabled when over a button or menu item.
3) scroll area should be less than menu items at top of screen otherwise the screen scrolls before you get onto the menu item.

EDIT2:- if another window is displayed on screen.. such as P&L.. it does not block scroll zones, so if I set P&L to RHS of screen.. I can't close window without the scroll starting.. could additional window overlays also block scrolling under them?

For my case (Linux), it is not a matter of padding size.
For which, in any case when correctly placed, is not an issue as you just have to reach the edge of the screen to scroll.
The issue is that when you reach the top of the screen you are not anymore in the hovering region (for which end is below the top edge of the screen).
Please note that going to right, left and bottom edge is working well.
And of course, due to the fact that you increased the padding size, it's more easy for us (me and gladiatorssv at least) to stay into the hovering region.
The change you made yesterday went a bit down the top of the hovering region (even if it is larger)...

We'll make it so that all UI elements block edge scrolling (except the bottom "brow"), consistently in all directions. We'll make it so that if the game window is focused (ie not in the background) and your mouse is within or BEYOND the edge padding, it'll scroll. We'll re-reduce the padding and make it consistent for all UI scales. =)
