Save your game, exit all the way out. start game and load your save. They should start working again.
You can also try to fire them all and hire only 10. They should start working.
100 is way to many. Most likely if you goto 10 and save, exit, reload. With in an hour game time they should start cleaning
2. In the staff window go to "staff schedules overlay" in the left part of the window. There you can set different work shifts for all your employees. Select the janitor, select the appropriate shift and than navigate to your waste area. There is a number which can be increased by left click or decreased by right click. This number determines how many janitors will work in this shift. In your case it's set to 2 (you can see this in your screenshot of the staff window, it says you need only 2/2 janitors. That's why you get suggested to fire -98 janitors of your 100), increase the number to 100 to get the airport clean and later decrease it to maybe 10 or 20 and fire the rest.
3. This applies to all staff members so you can set different shifts for different staff types and you can control who will work. You may not always need all your staff all day long. Especially at night when there is no flight they can go home.
4. This happens only with janitors as they are bound to the waste area and when hiring more janitors the number in the shift does not adjust automatically. For all other staff if you built e.g. a new check-in counter it's set automatically to have a staff member equipped in every shift.
