Deleting/Uninstalling things will not unsubscribe you from mods, so even if you remove every last bit of information about SimAirport from your PC and install it fresh Steam will automatically download all workshop content and cloud saves again. Since this is a dependency issue only subscribing to the required dependencies or unsubscribing from the causing mod will solve the issue.
