Arrivals are landing bored and hungry

Far to many pax arrive like this and there seems nothing can be done as they wont stop to resolve their issue given the facilities since they are all have a pathway to baggage claim or bus/LRT.
I suppose this is a bug or has anyone found a solution

do you have 2 runways? If so you may want to set one to arrival and one to departure. maybe the planes are taking to long to land. If you have the room add another runway for both in case a runway goes down. Also make sure all the runway upgrades are done.

yes the runways are many and upgraded so that most planes arrive 25 mins before scheduled arrival
