Snack Kiosk replenishment issue
I have a 10 chefs assigned to my kitchen, and they replenish all the kiosks and the Cafe, except the 2 snack Kiosks... they seem to be at the bottom of the lists. The pizza joint is refilled when it gets to 95%, but the snack kiosks are allowed to go to zero.

I assume you have stock for the snack kiosks. If you are the snack kiosks further away from the kitchen than the pizza joints (imo I think kiosks are very restrictive so I normally just build cafes). I don't see much point in designating staff to only sell one thing when they can use thier time to sell more than one thing in a cafe to fill up dead time. I do understand that cafes don't sell crisps but they sell everything else. I get a pretty good overall satisfaction without building any kiosks or food/drink vending machines. I have also built what I call "express cafes" before. You still assign a kitchen but if they have no food counter they only sell drinks. Pax seem to get thirsty more than they get hungry so this avoids building lots of kitchens or having chefs running across the airport.

Check the kitchen overview (just click at the kitchen , and there somewhere at the zone) then you see also what you need for the Snack Kiosks. If there nothing is red , all is ok. Then you maybe need just more chefs , or you need to wait at the next retail goods . If it is red , then you see what is missing.

I had the exact same issue. Full stocked kitchen, dozens of chefs, all the cafes and kiosks never drop below 90% but the snack kiosks are either low or no stock. Seems like the game has a priority system for food prep based on type of food instead of a smarter "refill the lowest inventory location first" logic. Unfortunately, snacks seem to rank at the bottom (donuts are highest) so a 99% dessert kiosk will override a 0% snack kiosk. I solved this by unassigning my main kitchen from the snack kiosks and making a separate minimum size 4x4 kitchen that is only assigned to supply snacks. Not the most efficient or elegant of solutions but it was better than idle retail workers at unstocked kiosks.
