General tip: Runways may have a hard time to get a "maintenance reservation", as long as the runway itself is used for taxiing, operations or a crossing runway is in use for operations the maintenance cannot start, make sure your workman actually get a time span where they can work safely!
if not i would send my save into the devs so they can check it out and see what is going on

Be aware that sometimes it's normal that maintenance may not start or stop early, like chick already mentioned.
However, if the maintenance is "paused" / stuck in progress (i.e. workman already started but didn't finish) that's most likely a bug and we'll need to look at the save why it happened and how to fix it!
We were able to fix this issue and it'll work fine with the next deploy!
Short version of what happened:
Whenever something is maintained the repair is split up into several small tasks, those tasks usually start all at once but in some cases there may not be enough workmen for all.
This issue appeared whenever the runway was partially repaired before starting the other tasks. Due to the runway now having a maintained level higher than the threshold it'll block the new tasks from starting and at the same time the project won't finish.
From now on any task may start if the reservation was acquired (i. e. the maintenance started already), this means stuck maintenance will continue to work once you load the next patch.
