What are the ways to get into region h?

I know that dude in Fort Unnecessary can give you the location of Alamo Rent-A-Mule, but I fixed his legs before I realized it'd be a problem. Now I've been wandering around the jewelry shop desperately hoping something will get me into region h. Is there something I'm missing, or have I accidentally soft-locked myself out of the region?

I didn't know you needed anything special to get there. Maybe go to Frisco and talk to your pardner and the bartender? Oh, and you can pick up the flier for Wasco's on the street.

Hey so where is said Jewel Shop exactly? Right now im at Dirtwater and did all the Mayor's missions and stuff and I dont want to miss anything so now im not sure what to do. And so now im confused. Can anyone explain more on how to get to Olive Garden's location and how to get there specifically because I have been looking all over and it would be much appreciated
