I think I messed up that random event because there is an option that doesn't give the book, unfortunately, and I don't know if the encounter is repeatable.
Beyond that you'd just have to recheck the other 6 locations.
If it's any consolation, you only need 6 to finish the Necromancer line.
You have to have the pale horse to get the final book.
Personally I think this is a thing that could be improved - make one of the books into a rare encounter that is "guaranteed early" with the pale horse but otherwise super-rare, and the other one can be pale-horse only. Give people with other horses the chance to get all seven.
Specifically: There are eight possible places to get necromancer books - 6 fixed locations (doable by anybody) and 2 random encounters, BOTH of which require the Pale Horse. If you have the Pale Horse, then the last of the six fixed locations won't have a book, because you will have already found the two pale-only encounters by wandering, long before, and thus will have found seven books after the first five locations.
That being said: Reading the seventh and last Necromancer book gives huge penalties to +meat and +item finding, which hurts everybody. The fifth and sixth give huge penalties to fighting with weapons and guns, making being a Necromancer only really viable for a Beanslinger. (The penalties for the first four are fairly trivial, and reading four books is enough to make the Bone Bridge if you should wish to do that without going all the way to full Necromancy.)
You can pick and choose which books you read, so if you have the Pale Horse and get all seven, you can choose to read six, and miss out on whichever you think is the weakest skill so as to avoid the big final penalty - it doesn't have to be Raise Skeletal Gunslinger (7th book, "Dark Forbidden Secrets"). Obviously if you don't have the Pale Horse, you can't get the Gunslinger book.
