Thanks for setting me straight.
Things I'm pretty sure you need to do:
- Trigger dialogue about the mirrors not being just tricks of light.
- Trigger dialogue with the ballon guy by buying a balloon, talking to him on both sides of the circus, calling out his story of two clowns with the same paint by looking at the egg dialogue in the freak show.
- Ask all questions to the freaks and then ask all follow up questions to the clown in the freak show.
Things that I seem to need some of but I'm not sure:
- Get stuff from lost and found.
- Buy cotton candy.
If you do everything on that list (and have a ticket), I think the show will start.
Something else you can do which seems to help is to kill the clowns at the campsite and clear out the tannery.
Of course, that means no knife and later access to the tannery.
Bob will send you to the tannery/give you its location if you make a deal with him.
Sorry, I misread what you said as "no knife or access to the tannery"; missed the "later".
If you lose against the clowns, can you not try again?
Plus, if you really want to get at him, I prefer the backstabby way anyway. Be nice, work for him, cash out your parts near the end, then assign the skeletons to, figuratively, blast the circus from the face of the map.
