Three sticks of dynamite in Boring Springs?

I'm guessing that the Hard Hat is in the mine in the Boring Springs area, but you need three sticks of dynamite to get it. I got two of them from Brade (by trading a needle, and with the Dickerin' skill) but I can't find the third one anywhere.

Sell enough stuff from the mine to the old man and he tells you about a secret elevator floor. Not sure what the hole has inside, I didn't have enough dynamite either

This one is tricky, if you lose to the third snake you get a free dynamite. And a heads up in advance, you also need a needle, so don't help the sherf pick the lock if you do that.

Well worth the fuss though, that chest is quite the thing.

I'm pretty sure boring springs is a reference to good springs, the starter town in fallout new vegas.
