Okay I'm definitely talking to this guy within like two seconds and hammering the 1 key so what am I supposed to be doing where it's auto-failing me for plot purposes?

wow, 2 seconds after i posted this i found the sharpening tool right next to the saloon. (or should i say the salooooon)

i have an issue where i have to redo the paperwork after i get the pencil but she rips it up everytime no matter the name

Your new permit has to match what you said on your visitor's permit.
