Sherf's Lock
How do I get a lock for the Sherf?

When doing the quest for the Sherf to deal with the criminals, one of them is in a bathtub, talk to him and select "pass the soap", trade the soap to the trader for the lock. If you killed the guy in the tub or arrested him without getting the soap first, this quest is now impossible to complete. Many of the quests in the game are like this, screw up once or a choice made in another quest, can make quests impossible to finish. Also you have to start the game over from the beginning to try again.

ahh, this explains things.

Kind of a shame there isn't multiple ways of achieving things.
