what is the difference between "sacking" and "razing" a tile?

The terms in English I think are "pillage" and "burn". Pillage gives some resources, takes an order and ends the turn, Burn does not end the turn but gives nothing back. (May also cost training - I can't recall ever using it). Pillage is particularly worthwhile for Assyria.

When you raze a city, you pillage all the improvements in that tile, restore it to a neutral city location for settling.

When you pillage a tile, you take away resources from improvements as a bonus to you, and remove them from being used by the tile owner, and citizens assigned are now unemployed and the improvement needs to be restored.
