Edit: OK someone just told me on Discord that I have to conquer and steal the other 3 Wonders.
That makes sense, so it isn’t impossible after all.

globalsInt contains how many wonder are allowed in game, the default numbers is 13, 3 less than the 16 total, so you can have all wonders in game by changing it to 16 if you wanted to try for building 7 of the 16.

Yes, so I confirm that it does say "Control Seven Wonders".
It can be accomplished without "conquering and stealing" the wonders. If there are only 4 wonders left, then you don't want to take that ambition, unless you plan on taking them by that method, which would possibly be no easy task in the time frame (plus it would significantly control the narrative of your game). Mouse over the "wreath" icon, next to the encyclopedia, and you can see which wonders are left, and the culture level needed to build them. It can definitely be done by building them, but only if there are enough left.
