It's a complicated space.
If we were in what is usually considered sky, we'd be flying dirigbles in the underground cave. It was even planned to be another expansion for Sunless Sea if I'm not mistaken.

We're actually starting that right now in Fallen London in fact.

Could go the other direction Sunless Subway. Make it even deeper underground than sunless sea was.

Heck, I'd settle for an expansion to Sunless Skies ^^ Not happening, I know.
