Obstacle to Wealth Ambition

I managed to procure lodgings beneath the Throne of Hours in London, and I have the requisite Sovereigns necessary to retire (25,000). But when I go to London in order to end the game, all the options in the London Tab are missing, and the only thing I can do is "Deliver the Dignity of Albion Bill."

The Dignitry of Albion Bill you get from Parliament near the end of its storyline. Yes, THAT bill.

Unfortunately, I already promised the Queen I would keep London's secret, and the prompt makes it pretty clear that if I turn the bill in at the Throne of Hours it will either instantly kill me or else I will be unable to return to London (a Wrath of the Monkey King scenario). The Blue Kingdom, on the other hand, is still inaccessible.

How do I complete the Wealth Ambition if I already have lodgings in London (can't get them elsewhere now because of that), but the Albion Bill is locking out all the other actions you can take in London?

(I took the bill on the assumption that the game would let me renege on my promise to deliver it, since it more or less tells you at the time you are allowed to lie to the Secretary).

Are you talking about keeping the secret in the Aunt storyline? Because if that's what are you talking about, the option to deliver the bill doesn't kill you.

I don't remember the option exactly, but I do screenshot the result of said option. I could send you the screenshot if you want to.

The Dignity of Albion Bill isn't the blackmail the First Secretary talks about (that is going to be unlocked with the Blue Kingdom for obvious reasons- presumbly as part of the last storyline).
