What is Carillon REALLY for?
Devils in the fallen universe are not generous and careing. They are not operating the place to benifit people. But it feels like the place is bearly scraping by. Why Did devils decide to settle some backwater part of the reach to refine souls that they will likely never see? What on earth keeps the place afloat?

Also these aren't the same Devil as the one from the Brass Embassy, even though they will still take people soul (just more politely).

It just seems too "nice". Its like if a vampire set up a blood bank. Is it a secret soul research institute? It just feels strange that they dont get paid to improve someones soul. Feels like a echo sink.

They did though, by those who are rich. Those who don't have enough money have to experience a grueling punishment, while the rich only need to pay souls to clear their soul flaw.

That makes sence. Why does the devil not mention thats the way they get most of their money? The wording she gives the main charicter sounds like they are bearly makeing any money.

Well that's because they are
"After all," remarks the Deviless, "Carillon is not inexpensive to maintain. We have the food and provisions for the Devils and the patients. Then there's the upkeep on the building, the labour for the bells, the effort to advertise Carillon's services to those abroad. And you would not believe what we spend on devising the penances themselves! I spend half the day on requisitions. Pitchforks, tongs, ice, soap by the hundredweight."
With a donation of this scale, you can expect very substantial benefits from Carillon."

It's just that they are doing it because they are good* at refining souls. After all, devils used to be the servant of Judgements that refined souls so that the sun may eat the souls

*Disclaimer: a certain Repentant individual disagreed with this

But like why do they accept volenteers then? Why not just make it an exclusive club only for those with deep pockets. I am sorry I keep on saying this but it just does not make any sense that they waste resources on chumps that disire a change in soul when they wont have to pay a cent and just waste the devils money.

They're not THAT penniless. After all, they have no competition. It's just that to them torturing people to create penance and using those to refine souls seems to be a delicate art among the devil. It's basically gastronomy for stars. It's seems to be a big of a deal in the Repentant Devil storyline at least.

When the Deviless is not visibly impressed, the Devil says, "I brought a small gift. A trifle you might find of value." He produces from his satchel a three-volume set, bound in fire. His own work.
"'Some Methods for Flavouring a Soul to the Tastes of a Particular Judgment,'" she reads. She tosses the set on her desk. It huffs smoke. "We are just a touch more modern now. It's a fine antiquarian piece," she adds unforgivably. "But we find those approaches rather cumbersome. Besides, we find we need to appeal to the original owners of the souls... offer them an experience worth paying for."

You have to remember that these aren't the same devil as the one in the Neath/Hell. They're less rebellious than them. They're basically bohemian, but for devil.

Imagine for a moment that you get the chance to run a spa where people let you torment them, encourage you to torment them, come back again and again to be tormented. They feel greatly serviced. Why, some of them even pay heavily to be tormented! Some few of them go so far as to offer fresh new suggestions about how to torment people more effectively.

Now imagine you're a devil.
