New map every Load?

So, I was in New Winchester, get quests about Trading and about Inspector, where there was a certain locations:
Port Prosper to the east of NW
Port Avon to the North
and Magdalene to the Northeast.
So i decided to go North first. Stopped at Company house and have to go for a while. When i load the game after, I look into journal to doublecheck and.. directions changes. Now it was:
Port Prosper to the North-Northeast
Avon to the South-southeast
and Magdalene to the North-northwest.
I tried loading few more times and directions always changes to a different ones. And after that i tried to travel to north and it was different every loading.
I just want to know if its normal, and thats how game work? And you cant plan where to go if you going to do other stuff?

This is completely normal. Due to how the map is generated, docks will continue to shift location until your captain discovers them.
