Water Level
So I'm trying to do White Mousse, but the only way I can get into the garamsynthe waterways has every direction blocked off by water level and I can change them since I dont have the Sluice Key anymore since you get it from this quest, what can I do about this?

You may be going into the wrong section? The water level shouldn't change on its own.

The only way I can get into the garamsynthe water way is through the door on the right side that takes you to the same place where you hunted rats in the beginning and encountered the firemane. After that I can go into the sluice control but all the exits are blocked off by water.

If you've never touched a control panal then there's a direct path to where White Mousse is, no water blocking anything. It's a bit tricky to find because of the layout and the frogs and Malboros can bother you trying to find it....but if you kill all of them you should be able to finangle your way over.

Location of the white mousse (see the star mark) and its hard to see the red line i made for the route to the enemy:

Go to the Location where Vaan meet his first enemys (the rats) and where fire mane (the horse looking boss) was. From there go to the big door to the south and then go to 2nd entrance (from the down D shape looking area) on the left side (look on your map once you are in this area) and keep following the way till you reach the point where i marked as the star. Make sure you have a decent level as the area is filled with high level enemys at this point for the hunt. And its NOT required to beat Zalera. The broken key which you get after defeating white mousse is required to change the waterflow. So its not possible to change the water before you beat white mousse.

It is possible to reach white mousse as low level but the fight can be tough since its a annoying enemy. Good luck.

If you just want to cheese White Mousse (and Orthros), it's susceptible to Sleep. So you can just keep it in Sleep and kill it with spells (which don't break Sleep) and it'll never do anything.

If you use fire based magic then yes. Otherwise no. He absorbs water and all other elementary magic is halfed. White mousse is weak against fire.

You don't NEED fire - half damage will still get it done, it'll just take longer. Though of course that's more of an academic point, there aren't really any elemental casters that can't use fire so...
