Can't start ferry in Estersand - West Annex area of Barheim Passage blocked

I can't get the ferry in Dalmasca Estersand to start. There is a fair amount posted about this problem in the web, but none of the posted solutions work for me. Here is the sticking point:

"The Cactus Flower is a key item. It cannot be sold.
Look in your inventory and see if you have it. If you do, go to the south bank village and give it to Dantro's wife. Then leave and re-enter. If you're past the point in the game where you obtained the Dawn Shard, the quest to activate the ferry should be open."

The hunt Dalmasca’s Desert Bloom is marked complete. I have the cactus flower, but Dantro's wife does NOT ask for it when I talk to her. Dantro himself is nowhere to be found. Leaving and re-entering an arbitrary amount of time later changes nothing. I am well along in the game (Reddas acquired), so I have the Dawn Shard and have completed all of the early hunts, including Nidhogg.

This blocks Patient In the Desert and the Barheim Key. Without this, the West Annex area of Barheim Passage is inaccessible, along with its Bloodwing mark and the esper Zalera.

Does anyone have a solution for this?

I suspect you may not have talked to Dantro again after finishing the hunt. Note that Dantro is NOT in the village proper, but the small outpost on the way to Rabanastre. He never leaves there and is in the same spot for the entirety of the game. Talking to him again after finishing the Flowering Cactoid hunt will make him ask you to bring the Cactoid Flower to his wife in the village, leading to the rest of the events.
