Game Mode: launch the config dropdown option instead of the game itself and select Fullscreen, or
Desktop Mode: launch the game and set it to Fullscreen through the in-game options, or the launcher config option similar to above
You can get it to launch by changing windows into Portrait mode and then switching back to Landscape after the game starts.
The game doesn't start at all. It's just a white screen. So there are no 'in game' options
Change the game resolution to 1080p via the cog on the right side before you click 'play'.
Tried this, but no luck.

So I actually thought the person who recommended running 1080p in settings wasn't on Steam Deck since the Deck doesn't support that resolution. In any case, they were right. Setting 1080p in Properties>General>Game Resolution and ticking the "Set resolution for internal and external display" option gets the game to launch as they said. You can then set the game resolution to what you want in game without repercussion. I couldn't get 60fps locked at medium in 1080p so brought it back down to native res using in game settings.
There seems to be a bug, at least on my Oled deck, where the "Set resolution..." option doesn't appear underneath the Game Resolution box until I change the settings tab off of General to another one then come back, FYI.
Now I'm stuck figuring out why my buttons are all messed up. Having a hecka amount of trouble figuring out what's wrong there.

Figured out my button woes. I found in another thread, user Kyararos discovered that the map and party menu keys are mutually exclusive relative to other keys. In this case, the trigger buttons interfere with them and won't work if either of the triggers are being held down. I confirmed by disabling my R2/L2 and suddenly I could then open the menu. I'm not sure exactly why, but just re-enabling and setting the respective R and L triggers to both Half and Full pull in the settings works. Weird.
