enemies are roaming around in the world, same as your team is, and everybody can take action independantly (and with gambits you can tell them what to do in which situation).
But there is an option-setting so that either the game waits or keeps running while you s elect actions.
I would suggest looking at some YouTube videos that show the combat-system and gambits.
If you want turnbased - FF 10 is the best bet. Great game.
You can roam around, but every character and enemy still have to wait their turn to execute attacks.
It's a bit of a weird combination, so whether it's up your alley might be very subjective.
actions have chargeup-times, but no turns - the actions can happen at the same time, be interrupted, and just cause an action is prepared does not mean it is also getting executed (when you are too far away).
After the removal of the spell-cap system the only thing that is "turn" based would be the quickenings.
The difference between this FF and others FF is that characters follow a sequence of actions that you have managed before/during? combat. So for example characters will always attack etc You can nevertheless take control of any member of your party and decide what to do.
edit: I forgot, yes FF X is turn based like Persona etc
You can ofc override AI scripted behaviour with your own direct control over the actions of anyone in your party at any time. As needed, type thing. If you're trying to avoid a pause and play type game, avoid this one, yes.
Even though the scripting is pretty good for one of these types of games, it's still likely to be something you'll want to avoid, OP. If you are looking for the classic turn based RPG game combat.
