For comparison - i ran the game on an i5 760 (midrange CPU from 2010) with an R7 280X ( midrange 2013) - nearly maxed settings, 60 FPS.
So Laptop? That can be anything from 1/10th the power to many times more poweful.

Well its an i5-1035g1 with an UHD 630 graphics processor and 8 gigs of ram. Considering its an intergrated graphics card, I consider it fairly low end, but able to play most games from the PS3/Xbox 360 era of gaming
While the game is a remaster of an old PS2 game the thing is - it was written for PS2 and is still internally running the PS2 code, using a thin wrapper to emulate part of the hardware, and that just makes it way less efficient than it coult be.
I am not sure how tolerant you are about low framerates but for me that is playable enough.
(Also - ... with the i5-1035G4 or i5-1035G7 it would be was more pleasant.)
Play with the settings, but you should definitely be able to play it, even if you have to turn down/off ambient occlusion.
Yeah I just cranked the game to max settings
Got something better than an R7 270x or GTx 750 Ti and you can play it maxed.
But integrated GPUs (intel UHD, AMD APU) and the lowest of the low GPUs (GT 730) is where the question makes sense.
