is it possible to get this bow on the steam version or is it only the Playstation glitch way?

Not sure if you mean Sagittarius or Seitengrat but I guess both are primarily found in low-% chests. Either way, yes, both are obtainable in this version, too - the way to "glitch" RNG is somewhat different from the PS version but since this is PC you also don't need to do that in the first place. You can just use various editors (like e.g. Cheat Engine) to just give yourself the item. Saves a lot of time.

pc doesn't have rng manipulation (or it hasn't been found yet for pc), so you have to chance the 1 in 10000 or you use cheat engine to get it.

PC does in fact have RNG manip with one of the RNG Helper programs....one of them even allows you to just set RNG rather than wait for it.. Or you could DL a mod that makes it easy/gives it to you. Or you could mod it youself.

Are Cheat engines trust worthy? I hear a mix of good and bad.

Cheat Engine is a particular program, not a generic term. It's just a tool for memory value manipulation, and the scripts it runs for particular games are usually user-generated. I haven't heard of any problems with FF-XII at least and used it myself to great effect.

And just to be clear: this is a single-player only game and as such nobody cares what you do in your game except you yourself. You can't get banned from Steam for this or anything.

getting the bow in any way is cheating anyway so just use cheat engine. i personally use the table that makes it so the chest always spawns and it always gets the rare item so it still simulates getting it the normal way with 100% luck. i also do this for getting the steppe items

It's SOMEWHAT intuitive to use, and can easily be found using Google. I'm sure there's instructions on how to load tables somewhere, too. The tables themselves are on their forum, where you can search by game. It's not very complicated.

If you are warry of user-scripts you could always look through them or search for the memory-locations needed and manipulate them manually. Takes some times but for the paranoid might be worth it.

No - why would you even say that? They are gimmick-weapons but intentionally included in the game.
