Next he'll be asking for "10 gil to make a phone call" , or "20 gil for a cup of coffee".
he's just you run of the mill drug addict, don't give him anything.
If you want to help, don't enable him.
If he's got money for x-potions he's got money for medicine.
he just makes poor choices.

secondly, i' sure social services would love to get involved for the Seeq childs welfare.
they can put him in an orphanage; i here balamb gardens nice, they'll make a SeeD out of him.
give him a real future, albeit a time compressed one.

I won´t mind giving him/her (not sure about the gender XD) 1 or 2 million gil, since i made like 4 at the trial mode XD, i always found it curious how they never made a mini-quest or a hunt to aid the sick daughter

Don't be fooled, he/she has cornered the market on early game Phoenix Downs. The Dustia leveling crowd alone paid for a mansion, and then some.

If thats the case, then why is his/her daughter still sick... Wait a second I feel like we're being conned here. I demand to see this daughter.

Then whom should I buy Items from? Any alternative vendors whom are more responsible with their life choices?

I wouldn't buy from that dodgy Migelo Character.
He uses child labour.
Rumour has it that he has an unhealthy interest in kids. Apparently his latest exploit is a young boy called Kytes who's always going missing and running away.

Word on the grape-vine is they don't call him a "Bangaa" for nothing.
